Riksförvaltningar

Riksförvaltningar is a term used to describe central government administrations in Sweden. They are state authorities that implement laws, regulate sectors, and provide public services at the national level. The concept distinguishes national public administration from regional and municipal authorities as well as from private sector actors. Riksförvaltningar operate within the framework set by the government and the parliament and are part of the public sector's executive branch.

Typically, riksförvaltningar are organized under one or several ministries, or directly under the government. Their core tasks include enforcing legislation, issuing permits and licenses, administering public benefits, collecting statistics, and coordinating policy implementation. They prepare regulatory proposals, execute government decisions, and supervise compliance within their mandate. While some agencies are closely tied to a ministry, others have a degree of administrative autonomy to promote expertise and effective operations.

Oversight and accountability are central to the system. Riksförvaltningar are financed through the state budget approved by the Riksdag (parliament) and are subject to parliamentary scrutiny.
