Riigiprokuratuur

Riigiprokuratuur, or the Office of the Prosecutor’s Office, is the central prosecutorial authority of Estonia. It is responsible for the prosecution of criminal offenses on behalf of the state, for supervising the legality of pre-trial investigations, and for coordinating the work of the prosecution network. The office represents the state in criminal courts and in related proceedings, and it guides and monitors the activities of police, customs and other investigative bodies to ensure compliance with the law.

The Riigiprokuratuur is led by the Prosecutor General (Riigiprokurör) and consists of the Office of the Prosecutor General and county-level prosecutors’ offices, corresponding to Estonia’s counties. Decisions concerning prosecutions and the supervision of investigations are exercised by prosecutors within the framework of law.

The agency also participates in international cooperation on criminal matters, sets prosecutorial policy, and provides legal guidance to state authorities on criminal-law issues. It operates under Estonian law and is part of the state administration, while its core prosecutorial decisions are made independently in accordance with the rule of law.
