Rendeleteket

Rendeleteket are formal legal acts issued by the executive branch to regulate administration and implement legislative provisions. In Hungarian law the term refers to decrees issued by the government (kormányrendeletek) and by ministries (miniszteri rendeletek), though the concept exists in many legal systems under different names. Rendeleteket derive their authority from the constitution or enabling statutes and are used to fill in technical details that laws leave to regulatory rules.

Rendeletek are generally subordinate to statutes and the constitution. They may specify administrative procedures, regulate how agencies operate, set budgetary or financial rules, and implement policy within the scope defined by law. They can be temporary or long‑lasting and are often updated or repealed by subsequent decrees. Because they do not undergo the full legislative process, they are typically designed to be more flexible and easier to adjust than primary legislation.

Publication and effect are key features. Decrees are usually published in an official gazette and take effect on a specified date, often subject to conditions such as publication or entry into force at a particular time. They are subject to legal controls, including judicial review for legality and constitutionality, and can be revoked or amended by later decrees or by legislative action.

In comparative perspective, many countries rely on executive orders, regulations, or other regulatory instruments to manage day‑to‑day governance and to implement statutes. Rendeleteket thus play a central role in administrative law by translating broad legal norms into concrete rules and procedures.
