Püsivararegistril

Püsivararegistril refers to the Permanent Real Property Register, a component of Estonia’s land and property registry system. It is the official database that records rights and interests in real property located in the country, including land plots and buildings. The register provides an evidentiary basis for ownership, encumbrances, and other real rights, and it supports property transactions, lending, planning, and administration.

The scope of the register includes information about (a) ownership and co-ownership of real property, (b) mortgage and other encumbrances, restrictions or servitudes, (c) rights of use or tenure that affect a property, and (d) cadastral data such as parcel identification numbers, boundaries, area, location, and address. Entries may also include decisions or instruments that alter rights, such as transfers, registrations of mortgages, or restrictions imposed by courts or authorities. The data are created or updated through official actions taken by authorized bodies, notaries, or courts.

Access and use are governed by law. The register is generally accessible to the public, enabling due diligence for purchases, lending, and planning. Some sensitive personal information may be protected, but ownership, liens, and other real burdens are typically part of the public record. Information can be queried through official online portals and is used by private individuals, banks, notaries, and government authorities to verify property rights and facilitate transactions.
