It typically involves private sector design, build, finance, operate, or maintain, under a contract with a public authority.

The core aim is to mobilize private capital and efficiency for public outcomes while retaining public oversight and accountability. PPPs emphasize performance-based contracts and lifecycle approach, with payments tied to service availability or outcomes rather than inputs.

Common forms include design-build-finance-operate (DBFO), build-operate-transfer (BOT), build-own-operate-transfer (BOOT), concessions, and availability-based PPPs where payments depend on facility availability.

Procurement generally requires competitive bidding, clear risk allocation, and robust contract management. The public partner defines outputs and performance standards; the private partner bears defined risks such as construction, financing, and operation, to the extent allocated.

Advantages include access to private capital, transfer of certain risks, potential efficiency and innovation, and improved maintenance. Lifecycle focus can yield long-term savings and improved service quality.

Criticisms center on long-term fiscal commitments, complexity, high transaction costs, and potential for reduced transparency or accountability. Critics warn that inappropriate risk transfer or weak contract management can lead to higher costs or poorer public value.

Examples exist in transport, water, health, and urban development. Successful PPPs usually feature strong governance, clear metrics, and regular independent oversight.
