Productionbased is an adjective used to describe approaches, metrics, or analyses that center on the production side of an economy or system. In economics and policy, a productionbased perspective emphasizes the processes by which goods and services are created, including inputs such as capital, labor, energy, and intermediate goods, and the physical outputs they generate. This contrasts with consumption-based or demand-based perspectives, which focus on final demand and consumption patterns.

In environmental accounting, production-based accounting measures greenhouse gas emissions within a jurisdiction’s borders that result from domestic production; this is used for national inventories and policy design. By contrast, consumption-based accounting attributes emissions to the final consumers who drive demand, including emissions embedded in imports. The productionbased view is often preferred for evaluating domestic industrial capacity, energy security, and the effectiveness of production subsidies or industrial policy.

In manufacturing and operations research, productionbased analysis examines throughput, process efficiency, bottlenecks, and supply chain resilience, linking resource inputs to output performance. In energy economics, productionbased indicators assess energy use and emissions intensity per unit of output, guiding efficiency improvements.

Critiques of a productionbased focus include potential neglect of imported impacts, outsourcing effects, and consumer welfare considerations. Effective policy or analysis often combines productionbased data with consumption-based or life-cycle perspectives to obtain a complete picture of economic and environmental performance.
