The borders and size of a Planungseinheit are established by planning authorities and can follow municipal boundaries, neighborhoods, development corridors, or cross-border areas. The Planungseinheit itself is not a static zoning category, but a structuring unit that supports the preparation and implementation of various planning instruments.
