The formulation draws on the Finnish word osasto, meaning department or section, and the suffix -ust to indicate a systematic practice. Subunits in an osastust framework have defined boundaries, distinct budgets, and clear performance targets. Unit managers typically have authority to adapt local processes, manage day-to-day operations, and allocate resources within their approved budgets. While autonomy is encouraged to improve responsiveness and specialization, alignment is maintained through a central steering body, standardized interfaces, and common reporting requirements.
