Oikeusapulaki

Oikeusapulaki is a Finnish statute that regulates the provision of legal aid (oikeusapu) in Finland. The act establishes the conditions under which individuals without sufficient means can obtain state-supported legal assistance in criminal and civil proceedings, and in certain other matters where legal aid is available. The law defines eligibility mainly through the applicant’s financial situation and the nature of the case, and it provides for different levels of support, such as full or partial legal aid, and for the coverage of services including legal advice, representation by an attorney, and certain costs related to proceedings.

Administrative responsibility for granting legal aid lies with regional legal aid offices (oikeusaputoimistot) operating within the Legal Aid Administration. Applicants submit requests with supporting documents, and the offices assess financial eligibility, the necessity of aid, and the prospects of the case. In many criminal matters, the offices may arrange or appoint counsel funded by the state, and similar arrangements can apply to civil cases where appropriate.
