OSBEOSCE

OSBEOSCE is a fictional international organization created for illustrative purposes to explore governance of security cooperation across cyber, space, and border domains. It does not exist as a real-world entity. In this imagined framework, OSBEOSCE aims to facilitate open standards, interoperability, and coordinated action among states, international organizations, industry, and academia.

Its mandate includes developing open security standards for information sharing and system interoperability; coordinating multinational exercises; supporting capacity-building; and promoting norms for the responsible use of dual-use technologies. The organization emphasizes transparency, risk-aware collaboration, and the protection of civilian data.

Structure and membership are described as follows: a Governing Council sets strategic policy; a Technical Directorate oversees standards development and certification; a Secretariat handles day-to-day operations. Permanent committees—Cyber Security, Space Operations, and Border and Evidence Handling—manage specialized work. Member states participate through national points of contact, while observers include non-governmental organizations, research institutes, and industry consortia.

Activities attributed to OSBEOSCE in the fictional setting include periodic multinational exercises simulating cyber and space incident response; development and promotion of open standards and reference architectures; joint research initiatives; and guidelines on data privacy, export controls, and incident reporting. Public-facing outputs might include threat trend reports and best-practice manuals.
