Neuvostoroolit refers to the phenomenon of certain goods or services, particularly during the Soviet era, being disproportionately available to or exclusively used by individuals within the Soviet elite or nomenklatura. This term, though not a formal or widely used official designation, describes a de facto system of privilege that existed alongside the officially espoused ideals of equality.

The concept encompasses a range of material and non-material benefits. For instance, access to better quality food, imported goods, private dachas (country houses), specialized healthcare, and exclusive vacation resorts were often reserved for party officials, high-ranking bureaucrats, and prominent figures in arts and sciences. These advantages were not typically available through the standard state-controlled distribution channels that served the general population.

The existence of neuvostoroolit contributed to social stratification and fueled resentment among those outside the privileged circles. While the Soviet system aimed for a classless society, these special privileges created a distinct hierarchy. The allocation of such benefits was often managed through internal party networks and informal channels, further entrenching the power and influence of the elite.
