The NATO Cooperative Cyber Defence Centre of Excellence, often abbreviated as CCDCOE or NATO CCDCOE, is a Finnish-Estonian multinational organization based in Tallinn, Estonia. Established in 2008, it operates as a research and training institution focused on cyber defence. Its primary mission is to enhance the cyber defence capabilities of its member nations through education, research, and exercises. The centre conducts a variety of activities including academic research, developing best practices, and organizing training events.

NATO CCDCOE is accredited by NATO and serves as a hub for expertise in cyber security. It brings together military personnel, government officials, and academic experts from various countries. A significant part of its work involves the development of training materials and the execution of cyber defence exercises, such as the Locked Shields exercise, which is considered one of the largest and most complex cyber defence drills in the world. The centre also publishes influential reports and analyses on cyber threats and defence strategies, contributing to the broader understanding of cyber security challenges. Its operations are funded by its participating nations.
