Myöntöperusteiden
Myöntöperusteiden is Finnish term referring to the grounds or criteria on the basis of which a public authority decides whether to grant a benefit, service, or entitlement to a person. The bases are defined in legislation, decrees, and program-specific guidelines, and they function as the legal and factual prerequisites for a decision. In practice, authorities may assess factors such as eligibility conditions stated in the relevant act, applicant’s residence, nationality or domicile, income and assets, age or family status, employment or study status, health or disability, and other program-specific criteria. The applicant provides documentation to demonstrate fulfillment of these bases, such as income statements, tax data, residence certificates, or educational records. The decision must reference the applicable myöntöperusteet and must be reasoned and transparent; the basis used for the decision is typically stated in the decision document. If the applicant does not meet the requisite myöntöperusteet, a grant may be denied or a benefit reduced; conversely, meeting them may lead to approval. Decisions can often be appealed to an administrative appeal body or court under the relevant laws, ensuring the legality and proportionality of the grant. The concept is central to social security, unemployment benefits, housing support, student financial aid, and other public programs, and it supports consistency, predictability, and equality in administrative decision-making.
