Maksutõkked, also known as tax barriers, refer to obstacles that prevent or hinder the free flow of capital, goods, or services across national borders due to differing tax systems or regulations. These barriers can arise from a variety of sources, including corporate income taxes, value-added taxes (VAT), withholding taxes, and tax treaties.

One common type of tax barrier is double taxation, where the same income is taxed in two or more jurisdictions. This can occur when a company operates in multiple countries and its profits are subject to taxation in each of those countries, without adequate relief mechanisms. Another barrier can be the complexity and administrative burden associated with complying with different tax laws in various countries, which can be particularly challenging for small and medium-sized enterprises.

Tax barriers can also include differences in tax rates, tax bases, and tax incentives, which can distort investment decisions and trade patterns. For instance, a country with a lower corporate tax rate might attract more foreign investment, creating an uneven playing field. Additionally, differing rules on tax deductibility, depreciation, and transfer pricing can lead to significant tax implications for multinational corporations.

Efforts to reduce tax barriers often involve international cooperation, such as the negotiation of tax treaties. These treaties aim to prevent double taxation and tax evasion by establishing rules for allocating taxing rights between countries and providing mechanisms for resolving tax disputes. International organizations like the OECD also play a role in developing guidelines and recommendations to address tax challenges arising from globalization.
