Core components include a lock inventory, a key plan (nyckelplan) detailing which keys exist, the doors or locks in each zone, and the key hierarchy (change keys, master keys, etc.). The system can be mechanical (pin-tumbler locks, cylinder locks, padlocks) or electronic (card readers, fobs, mobile credentials). A lock may be opened by one or more keys, while a master key can open multiple locks; a sub-master key opens a subset, etc.

Implementation involves conducting an inventory, mapping doors to zones (public, restricted, sensitive), defining access rights by role or group, issuing keys or credentials through a controlled process, and establishing procedures for loss, return, revocation, and audits. Periodic reviews help ensure the key plan matches current staffing and security requirements.

Risks include key mismanagement, loss or theft of keys, and the cost of re-keying or re-credentialing after changes or personnel departures.
