The federation was formed by the Liituv Charter in 2048, uniting Nordhaven, Solara, and Verdalia. It aims to promote political integration, economic cooperation, and cultural exchange. The name derives from the Liituvian language, where "liit" means join and "uv" indicates collective action.

The government is a constitutional framework featuring a bicameral Council of Liituv (regional delegates) and an Assembly elected by member populations. The rotating presidency is held by a different member region each four-year term. The Liituv Court oversees constitutional matters and protects minority rights.
