Liikesäädöt, also known as traffic congestion charges, are a type of road pricing instrument used to manage vehicle traffic in urban areas. The basic principle is that drivers pay a fee for entering or driving within a designated zone, typically during peak traffic hours. The revenue generated is usually earmarked for public transport improvements, road maintenance, or environmental initiatives. Liikesäädöt are intended to reduce congestion, encourage the use of alternative modes of transport, and lower pollution levels.

The concept gained international prominence in the 1990s, with the most notable early implementation in London. Finland introduced its first traffic restriction scheme in the early 2000s, focusing mainly on major cities such as Helsinki, Turku, and Tampere. These Finnish schemes often involve day‑time charges supplemented by variable tolls that change according to traffic density. Many of the charges are enforced through electronic gantries or license plate recognition systems, allowing for automated payment.

Supporters argue that liikesäädöt effectively reduce peak travel times, improve air quality, and fund sustainable transport infrastructure. Critics note that the costs can burden lower‑income drivers and may divert traffic to peripheral routes without alleviating overall congestion. In response, some municipalities have implemented discount programs for public transport users, low‑emission vehicles, or residents living outside the charging zone. The practice continues to evolve, with newer models exploring dynamic pricing based on real‑time traffic data and integrating smartphone‑based payment solutions.
