Kuluttajahinnat, or consumer prices, refer to the prices paid by households for goods and services. They form the basis for measuring inflation and the cost of living, reflecting how much households must spend to maintain a given standard of living.

In practice, kuluttajahinnat are tracked through price indices such as the consumer price index (CPI). The CPI tracks a fixed basket of goods and services representing typical household expenditures, with prices collected regularly from a sample of outlets and service providers. Weights in the basket are derived from expenditure surveys, and the index is used to compare price levels over time. Variants include core CPI, which excludes volatile items like food and energy, and the Harmonised Index of Consumer Prices (HICP), designed for cross-country comparability within the European Union.

Core purposes of kuluttajahinnat include measuring inflation, guiding monetary policy, and indexing wages, pensions, and social benefits. They also help researchers analyze cost-of-living trends and price dynamics across sectors such as food, housing, transportation, and services.

Data collection encompasses retail prices from various geographic areas to capture regional variation.

Limitations of kuluttajahinnat include substitution effects, quality changes, new product introductions, and coverage gaps. Critics note that fixed baskets may not fully reflect evolving consumer behavior, though methodological adjustments aim to minimize such biases. Overall, kuluttajahinnat provide a standardized, international-compatible measure of how the prices paid by consumers change over time.
