Kontrollregimer is a concept in political science describing the systems and practices through which a state exercises control over its population and resources. It encompasses the formal institutions, legal rules, and informal practices that enable rulers to maintain authority and order.

Core elements include a legal framework (constitutions, laws), coercive capacity (police, military, security services), and administrative-bureaucratic structures that implement policy. Legitimacy strategies, such as ideology, propaganda, or patronage, help sustain compliance, while civil society constraints (elections, courts, media) may limit or channel power.

Mechanisms of control can include surveillance and information control; censorship and media manipulation; restriction of political rights and civil liberties; political repression or coercion; control of education, religion, and culture; and patronage networks that distribute benefits to supporters.

Kontrollregimer can be found across different regime types, from outright totalitarian and authoritarian governments to illiberal democracies where formal political competition exists but is constrained by the regime’s control apparatus. The concept emphasizes how regimes organize and legitimize power, not just what laws exist on the books.

Critics note that the term is broad and can obscure differences in how power is exercised, legitimacy is constructed, and resistance is organized. It is often used comparatively to analyze how different states design and adapt their control systems in response to threats, economic needs, or social pressures.
