The term derives from the adjective konsultanivan (advisory) and the verb konsultovati (to consult).

In practice, konslultativno describes roles and mechanisms that provide input or guidance rather than impose binding obligations. Commonly, it appears in phrases such as konsultan­tivno tijelo (an advisory body) or konsultan­tivno mišljenje (an advisory opinion). Such usage signals that recommendations are sought from experts, stakeholders, or relevant entities, but the final decision remains with a higher authority or a mandatory framework.

In governance and organizational contexts, konslultativno indicates non-binding participation and input-based processes. It is frequently used to distinguish between advisory or consultative actions and obligatory, rules-based, or legally binding measures.
