Käyttöönottojaottelu, often abbreviated as KJ, is a Finnish term that refers to the process of allocating new housing units to applicants. The system is designed to ensure that housing is distributed fairly and efficiently, taking into account various factors such as need, income, and waiting time.

The KJ process typically involves several stages. First, applicants submit their applications, which are then reviewed by the housing authority. The authority considers factors like the applicant's income, family size, and the length of time they have been waiting for housing. Applicants are ranked based on these criteria, with those who have been waiting the longest and have the greatest need receiving higher priority.

Once the rankings are determined, the housing authority notifies the top-ranked applicants. These applicants are then given a chance to choose from the available housing units. The selection process is usually conducted through a lottery system, where the applicant with the highest ranking is given the first choice, followed by the second-highest ranking, and so on.

The KJ system aims to address the housing shortage in Finland by ensuring that those in greatest need are provided with housing first. It also helps to prevent speculation in the housing market by limiting the number of units available for sale or rent. However, the system has been criticized for being complex and difficult to navigate, particularly for those who are not familiar with the Finnish language or the housing market.
