Institutionalizing refers to the process by which practices, norms, or structures are established as formal, enduring elements within an organization, system, or society. It can describe both the incorporation of policies and programs into official institutions and the broader normalization of behavior through rules, procedures, and governance mechanisms. In a historical sense, the term has also been used to describe the confinement of individuals within dedicated facilities, such as psychiatric hospitals or custodial settings; however, modern discussions usually distinguish care contexts from custody and emphasize rights and community alternatives.
