ISOarvo

ISOarvo is a proposed ISO framework intended to standardize the assessment of value and quality for digital information assets, with the aim of improving interoperability, governance, and trust in data exchanges. The name combines ISO with arvo, a term meaning value in Finnish, signaling the framework’s emphasis on value measurement.

It defines a modular architecture comprising five components: Value Definition and Taxonomy, Quality Metrics and Assessment, Interoperability Profiles, Lifecycle and Provenance, and Compliance and Certification. The framework provides shared vocabularies, measurement methods, and certification pathways to enable comparability across systems, services, and data types.

ISOarvo is developed by an ISO working group drawing on industry, academic, and public-sector participation. As of the last public reports, it existed as a draft or pilot concept and has not consolidated into an officially published ISO standard. Public comment and pilot implementations are used to refine definitions and metrics.

Applications are envisioned across digital archives, supply chain data exchanges, and cloud service ecosystems, where consistent valuation and quality assessment can support risk management, procurement, and reuse of information assets.

Supporters argue that a common framework would enable better interoperability and governance, while critics warn of potential complexity, cost, and the risk of rigidity in fast-moving technology domains. The status and scope of ISOarvo remain under discussion within ISO committees.
