ISO11179

ISO/IEC 11179 is an international standard that provides a framework for describing data elements and their representations within metadata registries. It aims to improve data interoperability and reuse by standardizing how data elements are defined, described, and managed across organizations.

The standard centers on several core concepts. A Data Element Concept (DEC) captures the meaning of a data element, independent of its representation. A Data Element (DE) is a DEC expressed with a specific value domain. The Value Domain, or representational domain, defines the data type, format, and permissible values for the DE. An Object Class groups objects with common properties. Metadata registries using ISO 11179 store precise definitions, relationships, and metadata for these elements and assign unique identifiers to support discovery and reuse.

ISO 11179 is published as multiple parts that collectively describe the framework, registration procedures, and the management of data element descriptions. The model supports multilingual descriptions and semantic relationships, enabling consistent interpretation of terms across systems and boundaries and facilitating data exchange.

Applications of ISO 11179 include the development of metadata registries, data dictionaries, and enterprise data governance programs. It provides a foundation for data integration, master data management, and interoperability in environments with diverse data sources and stakeholders. Organizations often map internal metadata to ISO 11179 concepts to enhance clarity, reuse, and semantic alignment.

Adoption considerations include establishing governance structures, aligning terms with business semantics, and maintaining registrations over time. While implementation can be complex, ISO 11179 remains a widely referenced baseline for metadata registries and semantic interoperability.
