It coordinates publishers, distributors, libraries, retailers, and metadata aggregators to ensure consistent assignment of identifiers and accompanying bibliographic information across markets.

The system builds on the International Standard Book Number (ISBN) scheme administered by the International ISBN Agency and national agencies. In practice, ISBNSystem handles the allocation of ISBNs, tracks edition and format changes, and links each publication to its physical or digital manifestations.

Identifiers and metadata: An ISBN is a 13-digit code with a prefix (978 or 979), a registration group, a registrant, a publication element, and a check digit. ISBNSystem defines metadata fields such as title, author(s), edition, language, format, publisher, publication date, price, rights, and related identifiers.

Governance and registration: National ISBN agencies administer registrant codes; publishers apply to obtain identifiers; ISBNSystem maintains registrant records, coordinates updates for new editions, and integrates with data standards such as ONIX and MARC. Access is provided through licensed feeds, APIs, or web portals.
