Hääletussüsteemide, or voting systems, refer to the set of rules and procedures used to conduct an election and determine the outcome. These systems define how votes are cast, counted, and aggregated to elect representatives or decide on issues. The choice of a voting system can significantly influence the representational accuracy and fairness of an election.

Common voting systems include plurality voting, also known as first-past-the-post, where the candidate with the most votes wins, regardless of whether they achieve a majority. Another widely used system is proportional representation, which aims to allocate seats in proportion to the votes received by each party. Variations exist, such as party-list proportional representation and mixed-member proportional representation.

Ranked-choice voting, also known as instant-runoff voting, allows voters to rank candidates in order of preference. If no candidate wins a majority of first-preference votes, the candidate with the fewest votes is eliminated, and their votes are redistributed based on the next preference. This process continues until a candidate secures a majority. Approval voting, where voters can approve of as many candidates as they wish, is another system.

The design of a voting system involves several considerations, including simplicity for voters, accuracy in reflecting the electorate's will, fairness to different political groups, and the potential for strategic voting. Different systems can lead to different electoral outcomes and may encourage or discourage certain political behaviors. The debate over which voting system is "best" often depends on the specific goals and values prioritized for a given electoral context.
