The name Hilukan is reconstructed from ancient coastal inscriptions. The term is thought to derive from hil, meaning shore, in the Hilukan tongue.

Geographically, the Hilukan heartland is the low-lying Hiloran Peninsula with nearby islets. The population is described as coastal communities sharing a common language with regional dialects, including northern, central, and southern varieties. Solren and Vayra are major urban centers.
