Helsemyndighetene

Helsemyndighetene is a Norwegian term that refers to the government bodies and agencies responsible for health policy, public health, and the regulation and oversight of health services. The term encompasses national authorities as well as the organizations that implement policy at regional and local levels within Norway.

At the national level, the key actors include the Ministry of Health and Care Services (Helse- og omsorgsdepartementet), which sets policy and priorities; the Directorate of Health (Helsedirektoratet), which implements policy and provides guidance; the Norwegian Institute of Public Health (Folkehelseinstituttet), which conducts surveillance and public health research; and the Norwegian Medicines Agency (Statens legemiddelverk), which regulates medicines and medical devices. The health supervision authority has historically overseen care quality and safety, and its functions have been integrated with broader regulatory activities in the health sector.

Regionally, Norway operates four regional health authorities (RHFs) that oversee hospitals and specialized care within their geographic areas. Local municipalities administer primary health services and social care, coordinating with RHFs and national bodies to ensure access, quality, and patient safety. The health authorities are funded by the state through the national budget and operate under parliamentary oversight and various audits.

Internationally, helsemyndighetene engage with organizations such as the World Health Organization and participate in European health cooperation through the European Economic Area framework. Their mandate includes disease prevention, emergency preparedness and response, vaccination programs, inspections, licensing, and the regulation of health professionals and services.
