HBRs
HBRs, or High Burden Refugees, is a term used in some humanitarian and immigration contexts to describe individuals or groups of refugees who face particularly severe and prolonged challenges. These challenges can stem from a variety of factors, including the country of origin's political instability, ongoing conflict, lack of basic infrastructure, widespread human rights abuses, or the absence of any viable pathway for return or local integration.
