Depending on policy or reporting standards, it may also include interim or agency workers contracted through third parties; some contexts exclude external temporary staff or trainees.

Measurement is typically the headcount—the number of individuals employed on a specific reference date. Alternatively, a company may report the average headcount over a period or use full-time equivalents (FTE) to account for different working hours and improve comparability.
