Functional level is a term used in various fields to describe the level at which functions, activities, or features are organized and operated. In organizational theory, functional level refers to the level of strategy that focuses on a specific business function—such as marketing, finance, operations, or human resources—within a company. Functional-level strategy translates corporate strategy into actions that improve efficiency and effectiveness in that function, often through process improvement, resource allocation, and performance measurement. This level sits above day-to-day operations but below corporate strategy and is typically most concerned with practice optimization and capability development within a department.

In information technology, particularly in Microsoft Windows Server environments, a related concept is the functional level of an Active Directory domain or forest. The domain functional level and forest functional level define the feature set available in AD and determine compatibility with domain controllers running different Windows Server versions. Raising the functional level enables newer features but requires all domain controllers to meet the minimum OS version; lowering is not typically supported without major changes. Administrators plan upgrades to balance feature needs with compatibility and risk.

The term is used in other domains as well, though with context-specific meanings. Across uses, functional level generally denotes the scope at which capabilities are defined and implemented, influencing what can be implemented and what constraints apply.
