It is not an established dictionary entry, but the phrase is common in informal speech and reasoning statements such as “The package filled most of the container” or “The speech filled most of the allotted time.” In construction and interior design, a related concept exists in the notion of “maximum occupancy” where fillings are planned to make efficient use of space.

The use of the phrase “filling most” can be traced back to the early twentieth century with the rise of packing and distribution industries, where supervisors would report “filling most crates” to indicate high utilization of freight space. In culinary contexts the phrase may appear in recipe comments—“Add batter to fill most of the pan”—to indicate that a small amount of over‑pouring is acceptable. In educational measurements, teachers sometimes say a worksheet is “filled most” to indicate that a student has only used a small portion of a page.
