Elinas is a coastal town and port in the fictional region of Norandia, situated on the southern shore of the Bay of Lira. It functions as a regional economic and cultural hub for nearby communities. As of the latest estimates, the population is around 54,000.

The name Elinas is believed to derive from the historic Norandi language, with interpretations suggesting 'shore' or 'harbor.' The town lies on a natural peninsula with a deep-water harbor sheltered by surrounding hills, and it experiences a temperate maritime climate.

Elinas traces its origins to medieval settlement and received municipal rights in 1320. The harbor expanded during the 17th century, enabling growing trade with neighboring coastal towns. Modernization followed in the 19th and 20th centuries, while historic districts were preserved.
