It is a neutral label that does not imply a modern political condition.

Historically, Elamite civilization developed on the Iranian plateau with major centers such as Susa and Anshan. During the Old Elamite period (c. 2700–1500 BCE) and the later Neo-Elamite period (c. 1000–640 BCE), Elamite-controlled polities occasionally extended authority into parts of neighboring Mesopotamia, particularly in times of weakened Mesopotamian powers. The degree of control varied from direct administration to tributary or allied arrangements under larger empires such as Assyria. Susa remained a central hub throughout these phases.

Decline and later history: From the mid-1st millennium BCE, Elamite political power waned as Assyria expanded, and Elamite-controlled territories were gradually absorbed into rising powers, including the Achaemenid Empire, which incorporated Susa after its conquest in the late 6th century BCE. Evidence and interpretation: Evidence for Elamite-controlled administration comes from inscriptions in Elamite, Akkadian, and other cuneiform texts, as well as archaeological remains such as city walls, palaces, and administrative tablets. Scholars use the term cautiously, recognizing regional variation and the challenges of distinguishing direct control from cultural and economic influence.
