Composition: committees typically comprise professionals from relevant fields (scientists, clinicians, lawyers), philosophers or ethicists, and lay or community representatives. Members are appointed for fixed terms and operate with independence or institutional supervision, depending on the context. Proceedings are usually confidential, with established submission, review, and decision procedures; decisions are communicated with reasons and may be subject to appeal.
