ELYkeskukset, or ELY Centers, are Finnish state regional authorities responsible for implementing regional development, transport and environment policy. They operate under the Ministry of Economic Affairs and Employment (TEM) and work in close coordination with municipalities, regional councils and other authorities. In Finland’s regional structure, a regional ELY center serves its respective region, while the Åland Islands have a separate administrative arrangement.

ELY centers also contribute to regional strategies and sustainability goals, supporting residents and communities through information,

On
the
environmental
side,
ELY
centers
handle
environmental
protection,
natural
resources
management,
water
resources,
and
related
permitting
and
compliance
tasks,
often
in
cooperation
with
municipalities.
In
terms
of
transport,
they
oversee
transport
planning
and
the
development
and
maintenance
of
infrastructure,
including
roads
and
public
transport,
within
their
region.

aligned
