EICASECAM

EICASECAM is an international non-profit organization that coordinates research, policy development, and practical guidance on the resilience of critical infrastructure to evolving risks, including cyber threats, natural disasters, and global supply chains. Founded in 2013 by a coalition of universities, national laboratories, and policy institutes, it operates as a multistakeholder platform with broad geographic reach. Its mission is to harmonize risk assessment methods, share best practices, and support governments and industry in building resilient systems through research and collaboration.

Its governance structure centers on a Council representing member states and stakeholder groups, an Executive Secretariat, and a Technical Board. The organization maintains regional offices and works through thematic clusters on cyber-physical security, incident response coordination, risk governance, and critical-infrastructure regulation. Membership includes universities, public agencies, and private-sector partners, with commitments to joint research, data sharing, and capacity-building projects.

Activities include research programs, joint calls for proposals, and industry pilots; publication of guidance notes, white papers, and risk-communication materials; organization of conferences and exercises; and maintenance of a data-sharing portal with anonymized datasets and incident learnings. The consortium has also developed a voluntary certification framework for resilience assessments in select sectors.

Impact and reception have included influence on regional resilience strategies and adoption of standardized methodologies by several governments. EICASECAM has faced criticism regarding governance complexity, funding transparency, and the need for broader inclusive representation and clearer accountability.
