The EIA process in Hungary is governed by specific legislation, primarily the Act on Environmental Protection and the Government Decree on the Environmental Impact Assessment Procedure. This process typically begins with a screening phase to determine if an EIA is required for a particular project. If an EIA is deemed necessary, a scoping phase follows to define the key environmental issues to be investigated and the extent of the assessment.

The core of EIAkészítés involves the preparation of an Environmental Impact Assessment Report. This report details the proposed project, analyzes its potential impacts on various environmental components such as air, water, soil, biodiversity, and landscape, and proposes mitigation measures to reduce or avoid adverse effects. It also includes an assessment of residual impacts and consideration of alternative options.

The EIA report is then submitted to the relevant environmental authority for review. The authority considers these comments, along with the technical assessment, before issuing a decision on the project's environmental permit.
