EEDInormen

EEDInormen is a framework of normative guidelines and technical specifications intended to standardize the collection, representation, and exchange of energy and environmental data across sectors and borders. It aims to improve data quality, interoperability, and comparability for policy analysis, performance benchmarking, and reporting.

The framework emerged from a multinational collaboration of government agencies, research institutions, and industry groups. The governing body, the EEDInormen Council, oversees updates and ensures alignment with related international standards. The first edition, Core 1.0, appeared in 2015, with major revisions released in 2018 and 2021.

Its architecture comprises several interlocking components: a Core Data Model defining common entities such as Facility, Measurement, and Metric; Technical Specifications detailing data formats (including JSON-LD and XML serializations), exchange protocols, and controlled vocabularies; and a Compliance Framework that defines conformance levels, validation rules, and accreditation processes. The model emphasizes metadata coverage, provenance, and versioning.

Adoption to date includes national statistical offices, energy agencies, and several large utilities, which use EEDInormen to harmonize reports on energy intensity, emissions, and resource use. Benefits reported include easier cross-border comparisons and improved data traceability. Critics note the framework’s complexity and the resource requirements for implementation, particularly for smaller organizations.

Related standards include ISO/IEC 11179 for metadata, DCAT for cataloging data sets, and the Greenhouse Gas Protocol for emissions reporting, with EEDInormen designed to complement these schemes by providing domain-specific harmonization for energy and environmental data.
