The device consists of two concentric rings, typically made of metal or plastic, hammered into the soil surface. The inner ring is where the water is applied and infiltration is measured. The outer ring, larger in diameter, is filled with water simultaneously or slightly before the inner ring. This outer ring acts as a buffer zone, preventing water applied to the inner ring from spreading laterally outwards and thus minimizing errors caused by horizontal flow.

Water is applied to the inner ring at a constant head, meaning the water level is maintained at a consistent height above the soil surface. The rate of water application is carefully controlled, and the volume of water added over time is recorded. By observing the change in water level in the inner ring, or by measuring the amount of water added to maintain the constant head, the infiltration rate can be calculated.
