Directoraats

Directoraats are administrative units within a government ministry or public institution, responsible for a defined policy area, program, or function. The term is used in Dutch-speaking administrations to denote a major subdivision that is typically headed by a director and reports to a higher unit such as a directorate-general or the minister’s office. The plural directoraats refers to multiple such units within a ministry or agency.

Within a directoraat, staff and resources are organized into divisions or sections, often called afdelingen. The unit conducts policy development, program design and implementation, regulatory drafting, and service delivery related to its field. It prepares budget requests, monitors performance, and ensures compliance with laws and regulations. The directoraat also coordinates with other directorates, government agencies, and external partners, and provides policy advice to senior management and ministers.

The exact scope and authority of a directoraat vary by country and ministry. In many administrations, directorates-general (directoraat-generaal) oversee several directorates, including directoraats, while in others the terms may be used more loosely to describe large functional blocks. Some countries distinguish between directorates, directoraats, and directorates-general based on size, scope, or reporting lines.
