The concept is intended to ensure that most children have a local option within a reasonable travel distance, typically by foot or short drive, and to streamline planning for capacity and staffing.

In practice, admissions to a barnehage often prioritize children who live within the barnehagesone. If a place remains after residents inside the zone have been allocated, children from outside the zone may be offered admission. Zones can be fixed or adjusted over time to reflect population changes, new facilities, and changes in demand. Municipal processes coordinate barnehage zoning with other childcare and education services to provide coherent early childhood provision.

The use of barnehagesoner is supported by national and local regulatory frameworks. The Barnehageloven establishes a general right to a place in a kindergarten and assigns municipalities responsibility for ensuring access.
