The term combines arvo (value) with lupaus (promise) to describe rhetoric that appeals to what a political actor regards as desirable or virtuous rather than to specific legislative steps.

Use and purpose: In campaigns, arvolupaukset are used to signal alignment with broad ethical principles such as freedom, equality, community, or security. They help voters identify a party’s or candidate’s identity and moral stance, and they can simplify complex programs into memorable narratives.
