Arutelupunkt

Arutelupunkt is a formal item on a meeting agenda used in Estonia, designated for discussion and deliberation rather than immediate decision. It appears in the agendas of municipal councils, government bodies, corporate boards and similar bodies.

The term combines arutelu (discussion) and punkt (point or item). In practice, arutelupunkt signals that participants should present arguments, information and viewpoints on a topic, and that the outcome may be a recommendation or input for later decision.

Process: Items are usually proposed by the chair or a member, with background materials distributed in advance. During the meeting, a designated moderator or the chair leads the discussion, allocates time, and records key opinions and questions. Arutelupunkt may remain open or lead to a separate otsusepunkt if a decision is required.

Difference from otsusepunkt: An arutelupunkt focuses on discussion; a separate otsusepunkt is used when a decision or vote is to be taken immediately or at a later stage.

Minutes typically document arutelupunkt with a concise summary of views and any recommended actions. The designation promotes transparency by clarifying which items are for discussion and which require formal resolution.
