Alaryhmän

Alaryhmän is a term used in Finnish organizational and administrative language to describe a sub-group formed within a larger body, such as a committee, council, ministry, or project team. The name combines ala- meaning sub or under, and ryhmä meaning group. An alaryhmä is typically established to handle a narrower area of work that requires focused attention, data gathering, or specialized expertise, while leaving the broader mandate to the parent group.

Formation and mandate: The parent body appoints members to the alaryhmä, usually drawing from its own members and, when needed, external experts or stakeholders. The mandate, scope, membership rules, and tenure are defined in advance by the parent group. The alaryhmä operates with a limited remit and is expected to report back with analyses, options, and recommendations rather than making binding decisions.

Relation to the parent body: The alaryhmä is subordinate to and accountable to the parent group. Its outputs are advisory or preparatory; the parent group retains decision-making authority and final approval.
