Waterhandel, a term whose roots lie in Dutch and German traditions, refers to the trade and distribution of water as a commodity or resource. It covers the sale, delivery, and leasing of water in bulk, as well as the commercial sale of water-based products such as bottled water, and the trading of water rights where legal frameworks allow.

Historically, urban centers depended on private water carriers and merchants to supply fountains, wells, and cisterns. With the expansion of municipal water systems, the role of private trade shifted toward regulation and utility provision. In arid or water-scarce regions, markets for water allocations and contractual exchanges emerged to allocate limited supplies during droughts and shortages.

Operationally, water trade involves contracts with suppliers for one-time deliveries or ongoing supply arrangements. Rights to withdraw water from rivers, lakes, or groundwater are typically governed by licenses or permits and may be traded, leased, or leased-backed in some jurisdictions. Delivery is organized by utilities, municipalities, or private contractors, and quality and safety standards regulate the trade to protect public health and environmental integrity.

Regulatory and policy considerations commonly address the balance between public access and private efficiency, pricing and affordability, environmental sustainability, and accountability. Cross-border and interjurisdictional issues can arise when water resources or water-intensive products move between regions, and climate change increasingly influences supply reliability and long-term planning.
