Välfärdsområden, meaning welfare areas or regions, are a significant structural reform in Finland that began in 2023. These are autonomous administrative entities responsible for providing social, health, and rescue services. The establishment of these areas aims to ensure equal access to services across the country, improve the quality and availability of services, and achieve cost savings through economies of scale.

The reform consolidates a wide range of public services that were previously managed by municipalities and joint municipal authorities. This includes healthcare, specialized healthcare, social services, and emergency services, such as firefighting and rescue operations. Each välfärdsområde is governed by an elected council, with municipalities within the area electing representatives. The financing for these areas comes primarily from state taxes and a municipal tax contribution.

There are 21 välfärdsområden in Finland, each covering a specific geographical region. The reform has been a complex undertaking, involving the transfer of staff, assets, and responsibilities from the previous service providers. The stated goals are to create more equitable and efficient service provision, addressing challenges such as an aging population and rising healthcare costs. The long-term impact and success of the välfärdsområden are still being evaluated as the system is in its early stages.
