This resistance was multifaceted, encompassing various forms of action.

Passive resistance played a significant role. This included non-compliance with Soviet regulations, the preservation of Estonian language and culture against imposed Russification, and the quiet dissemination of information about Estonia's pre-Soviet past and aspirations for independence. Active resistance took more overt forms, such as participating in demonstrations, signing petitions, and engaging in underground political activities. The Estonian Popular Front, established in 1988, was a prominent organization that channeled much of this collective resistance, advocating for greater autonomy and ultimately independence.
