Valtioneuvosto is the Finnish Council of State. It is the highest executive body in Finland and consists of the Prime Minister and the ministers. The Council of State is responsible for implementing laws passed by the Parliament (Eduskunta) and for proposing new legislation. It also handles foreign policy, national defense, and the general administration of the country. The Prime Minister is appointed by the President of Finland after consultations with the parliamentary groups, and the ministers are appointed by the President on the proposal of the Prime Minister. The Council of State operates through a system of ministries, each headed by a minister. Decisions are typically made by consensus, but ministers can also vote on matters if necessary. The Council of State is accountable to the Parliament, which can pass a vote of no confidence against the government.
