Underestimating is the act of assigning a value, likelihood, or level of effort that is lower than reality. It can apply to estimates of time, cost, complexity, risk, or human capability, and it may influence decisions, planning, and resource allocation.

In practice, underestimation occurs across domains—from construction and software development to financial forecasting and risk assessment, and it also affects individual judgments about personal performance or task difficulty.

Causes include cognitive biases such as optimism bias, the planning fallacy, and anchoring, as well as overconfidence, incomplete information, and the desire to present results in a favorable light. Organizational pressures and incentives can also encourage underestimation.

The consequences can be significant: project overruns, delayed timelines, higher costs, compromised quality or safety, reduced stakeholder trust, and missed opportunities that arise when limits are assumed unnecessarily low.

Mitigation strategies emphasize realism and uncertainty. Approaches include reference class forecasting, estimating ranges rather than single figures, probabilistic modeling, and contingency reserves; independent review and historical data analysis; decomposing work into tasks; scenario planning; and building learning loops that adjust estimates as new information becomes available.
